Spell Description

You produce a mad cackling that spreads among the weak of mind.

Each creature within 10 feet of you must make a Wisdom saving throw. On a failed saving throw, a creature has its speed reduced to 0 and is incapacitated while it cackles madly until the end of their next turn.

Any creature that enters within 10 feet of a cackling creature for the first time on a turn or ends its turn there must make a Wisdom saving throw. A creature that fails this saving throw also begins cackling and is incapacitated and has its speed reduced to 0 until the end of its next turn.

You and deafened creatures are immune to this effect and any one creature can only be affected once per casting of this spell.

At Higher Level. When you cast this spell using a spell slot of 5th level or higher, the radius of your initial cackle is increased by 20 feet (affecting creatures with 30 feet of you as well as creatures within 10 feet of each creature that fails its saving throw). If you spend a spell slot of 8th level or higher, creatures other than you can be affected multiple times by the same casting of this spell, and the spell last for the full duration on an affected creature, unless that creature succeeds on a Wisdom saving throw it makes at the end of its turn to end the spell on itself.
